A New Lap of Luxury
With tickets to the 2008 Olympic Games selling briskly, it is clear that Beijing is going to experience an influx of foreigners next summer like never seen before.
Many are going to stay a while and live in high style, some on lavish corporate expense accounts, which means finding luxury living space is not going to be easy, especially in the centre of the city.
So the upscale international traveller and new expatriate arrivals in Beijing may be the first to benefit from Shama, a new âboutiqueâ serviced apartment complex that will open just inside the Second Ring Road on Changâan Jie in January 2008.
With the exception of fixed tenants, workers for multinational companies and their families form the demand for serviced apartments in Beijing. Some serviced apartments, hoping to benefit from the Olympic economy, have already increased their rental fees for the Games; many are booked up. As a consequence, the average rental of serviced apartment this quarter increased to 174 yuan per month per square metre, an increase of 3.7 percent. The vacancy rate fell to 5.7 percent from 19.2 percent, according to a report by DTZ, a professional real estate advisory and consultancy firm.
The demand for leasing apartments is only expected to increase as many predict that supply from this quarter leading up to the start of the Olympic Games will rapidly decrease leaving the market during the period of the Olympic Games âtense,â to say the least. Following this trend, some tenants are renewing their leases in advance.

Establishes Injury-monitoring Network
The Ministry of Health issued a circular on September 13,
ordering the establishment of a national monitoring network on
injuries and appointed 43 hospitals throughout the country,
including 23 in rural areas and 20 in cities, to do the
monitoring.
These 43 monitoring units will be randomly selected and
could be replaced by others, the document said.
The World Health Organization (WHO) classifies illness into
three categories: infectious diseases, non-infectious diseases,
and injuries.
In China, seven to eight million people die of injuries of
various kinds, accounting for 11 percent of the total deaths in
the country, ranking the fifth among all factors causing deaths
among Chinese, according to official figures.
The ministry also issued its "National Plan on the
Monitoring of Injury".

Firecracker Ban Ends after 12 Years
A 12-year ban on firecrackers during the traditional Spring
Festival, China's Lunar New Year, will come to an end in the
national capital Beijing on December 1.
New rules issued by the Beijing Municipal Regulations on
Firecrackers Safety Management were adopted on the 22nd meeting
of the 12th Standing Committee of the Beijing Municipal
People's Congress to replace the Regulations Banning
Firecrackers during Spring Festival and other festivals, which
was enacted in 1993.
The new rules allow Beijingers to use firecrackers in areas
within the Fifth Ring Road from Lunar New Year's Eve through
the whole day of the first day of the new year, and between 7
a.m. to midnight each day from the 2nd day to the 15th day of
the Lunar New Year, a major traditional Chinese festival marked
by family reunions.
During other festivals in the year, firecrackers will be
allowed only in restricted areas with the approval of the
Beijing Municipal Government.

Archeological Dig Unearths Ancient Palace/Temple
Chinese archeologists have unearthed a courtyard building
believed to have been built during the time of legendary
emperor Huangdi some 5,500 years ago, according to the
provincial cultural relics bureau of Henan Province. Henan is
located in the ancient Central Plain area, home of a large
number of ancient relics.
The new discovery, the oldest building of its kind ever
found in the country, was in Lingbao, a city in the western
area of the province. The building has a floor area of
204sq.m., and overall covers a total 516sq.m. Eight holes for
the housing of pillars are located in the courtyard, and close
to the area of the gate.
Experts say the building was probably not the dwelling of an
ordinary family because it has the appearance of a palace or
temple. Traces of vermilion have been found in large
quantities, indicating that the walls of the building were
painted red. Also discovered were three water ducts inside the
building.

Chinese Officials to Study at Harvard
A new five-year agreement will soon see the first batch of
probably 300 Chinese officials over the next five years off to
study at Harvard's Kennedy School of Government (KSG). Their
training is under a deal between China State Council's
Development Research Center (DRC), Tsinghua University and
Kennedy, according to Beijing Youth Daily.
The agreement, which runs until 2007, will each year see 60
Chinese local and central officials studying updated theories
and working methods in public administration, subjects for
which Kennedy is famous. This is the first time KSG has run
such a large-scale training class for a foreign country, and
the first cooperative venture in the training of officials
between the State body and the two famous universities.

Foreigners' Court Cases Accessible on Web
China's first web-site dealing with trials in commercial and
maritime affairs involving foreigners is now online. Sponsored
by the No.4 court of the Supreme People's Court, its bulletins
give notice of trials at local courts in Shanghai, Shandong,
Fujian and Guangzhou. Written judgments of courts in Beijing,
Guangdong and Shanghai are prominent.
An interface in traditional Chinese characters and English
has also been opened for the convenience of ethnic Chinese.
"The web-site enables the world to learn about judicial
trials involving foreigners in China, which means the
transparency rule of the WTO will be guaranteed,"said court
spokesman Yu Lingy. He acknowledged that global access to the
web-site's announcement of written judgments could exert
pressure on courts to improve the quality of trials.
