陈昌智：金融危机下的中国风险投资事业机遇大于挑战

Chen Changzhi, vice-chairman of the Standing Committee of the National People’s Congress, spoke at the 11th (2009) China Venture Capital and Private Equity Forum on June 5.

2009年6月5日，中国全国人大常委会副委员长、民建中央主席陈昌智在第11届中国风险投资论坛上表示，中国金融创新决不能因为遇到国际金融危机而暂停，要认清中国风险投资当前面临的问题，从各方面采取有力措施推动风投事业进一步发展。金融危机下的中国风险投资事业机遇大于挑战。

陈昌智认为，中国要继续坚定不移地推进金融创新，拓宽风险投资的资金来源。另外，社保基金等应该成为中国风险投资发展的基础，这可以从源头上保证风投行业的长期稳定发展。另外，还应畅通风险投资退出渠道，在完善制度创新的基础上尽早推出创业板，推动场外股权交易市场的建设，并形成完备的法律体系。

尚福林：增加上市期货新品种提升市场服务能力

Shang Fulin, chairman of the China Securities Regulatory Commission (CSRC), spoke at the 6th Shanghai Derivatives Market Forum on June 2. The CSRC will also enhance its market supervision to expose, stop and punish activities that breach the country’s laws and regulations, he said.

2009年6月2日，中国证券监督管理委员会主席尚福林在第六届上海衍生品市场论坛上表示，在目前蔓延国际的金融危机中，场外衍生品的创新过度和监管不足是导致此次危机的重要原因。而场内市场由于透明度较高、流动性较强、监管制度较为严格、监管手段和措施多样化，不仅自身运行平稳，其价格发现和套期保值的功能也更加凸显。

尚福林表示，近年来，在坚持风险可控、积极稳妥推出新产品的前提下，中国商品期货市场上市产品数量和交易量的增长在世界名列前茅，呈现出稳定健康发展的良好势头，并且在全球金融危机的背景下保持了平稳运行。未来，中国证券监督管理委员会将支持并稳步增加上市期货新品种，不断增强期货市场服务实体经济的能力。

厉以宁：经济恢复的同时要兼顾转型

Li Yining, an economist, spoke during an interview with People’s Daily. He said the government should be focusing more on restructuring the economy instead of stimulating the economy via an increase in investment.

近日，中国著名经济学家厉以宁在接受媒体采访时表示，中国在应对金融危机过程中不能耽误了经济转型，经济恢复得太快不一定就是好现象，只有经济转型了才是真正的复苏。

厉以宁认为，如果经济不能及时转型，可能会造成两种后果： 一是大量的投资造成了需求过大，物价上升，特别是生产资料价格上升，由此导致银行信贷紧缩。二是如果经济没有转型，那么大量投资后会造成结构失调，某些部门的产能过剩，库存增多，于是不得不再次压缩投资。他认为，只有自主创新下的复苏才是真正的复苏，只有经济转型了才是真正的复苏。
