Stimulus Measures for Biological Industry Unveiled 中国促进生物产业发展政策出台 加大财政支持力度
The State Council, China’s cabinet, has announced measures to boost the biological industry, according to an announcement posted on China’s central government Web site, http://www.gov.cn, on June 5. The Policies to Accelerate Biological Industry Growth, consist of 33 items in ten parts, involving targets of the policies, key fields in the biological industry, technology innovation, attracting talents and providing funding support. The key fields for a modern biological industry include biomedicine, bioagriculture, bioenergy, bioproducts and biological environmental protection technologies. The new policies will be implemented in support of China’s medium- and long-term bioindustrial development plan and the 11th Five-Year Plan for biological industry growth, according to the announcement. The measures aim to foster bioindustry as a key industry in high technology and a strategic growth industry in 《通知》规定了生物产业要重点发展生物医药、生物农业、生物能源、生物制造、生物环保5大领域，并确立了生物产业发展的4个目标，即引导资金人才进入生物产业，加速产业规模化发展；增长自主创新能力；培育跨国经营的大型企业以及拥有知识产权的中小企业，并形成若干产业集群；加强生物技术专利保护和物种种质资源保护。 相关统计资料显示：2006—2008年，中国生物医药产业实现总产值保持年均25%的高增速。2008年，中国生物产业总产值接近11000亿元，22座国家级生物产业基地实现的产值占全行业产值的66%，成为在目前国际金融危机中抗风险能力较强的行业之一。 ICBC to Buy 70 Percent Stake in Canadian Unit of Bank of 中国工商银行收购加拿大东亚银行70%股权 The Industrial and Commercial Bank of China (ICBC), the world’s largest lender by market value, announced on June 4 that it would buy a 70-percent stake in a Canadian subsidiary of the Bank of East Asia (BEA) for C$80.25 million (US$73 million). In return, BEA would buy out ICBC’s 75-percent stake in ICEA Finance Holdings Limited, for HK$372 million (US$48 million), ICBC said in a notice on its Web site. ICEA, a joint venture of ICBC and BEA, would become a wholly owned subsidiary of BEA after the transaction. ICEA’s main businesses included provision of securities brokerage, underwriting and futures contracts dealing. Operating Revenues of SOEs Down 中国国有企业2009年1—4月营业收入总额同比下降7.3% The operating revenues of China’s State-owned enterprises (SOEs) dropped by 7.3 percent year-on-year to 5.97 trillion yuan (US$854 billion) in the first four months of 2009, the Ministry of Finance announced on May 20. The decline was 0.3 percentage points lower than that of the first three months, said a statement on the ministry’s Web site. Profits of the 115,000 SOEs totalled 323.64 billion yuan (US$48.55 billion) in the first four months, down 32.3 percent year-on-year. The fall was 4.5 percentage points lower than for the first quarter. The 137 centrally administered SOEs saw operating revenues fall 9.5 percent year-on-year to 3.17 trillion yuan (US$475 billion) in the first four months. They posted a 37-percent year-on-year drop in profits, which stood at 171.37 billion yuan (US$25.71 billion) from January to April. Tobacco, construction and property sectors saw profits increase, while coal, construction materials, business and trade reported stable profits.
