The 12th China Beijing International High-Tech Expo (CHITEC) Leading Development with Innovation

      Despite the adverse effects of the global financial crisis, more than 20 provinces, autonomous regions and municipalities have confirmed that they will attend and send delegations to the 12th China Beijing International High-Tech Expo (CHITEC). They will be joined by 18 delegations from the embassies, chambers of commerce and associations of 16 countries stationed in China, ensuring that CHITEC’s traditional role as a leader in China’s high-tech development will endure.

      Themed as a “scientific and technological innovation-leading development,” the event will begin on May 19 with a keynote speech during a session at the Great Hall of the People, which will be attended by senior officials of international organizations and two Nobel Prize winners in economics. They will deliver speeches focusing on scientific and technological progress and business cycles, the effectiveness of governmental intervention in financial crises, technological innovation and the growth of small- and medium-sized enterprises.
From May 20 to 24, high-tech exhibitions occupying at least 60,000 square metres of floor space, nine project promotions and five thematic forums will take place in more than 20 venues in the city.

      Twenty-seven international celebrities have expressed their interest in attending the event, including the 2004 Nobel laureate in economics, Edward Prescott; the 2007 Nobel laureate in economics, Eric Maskin; OECD Deputy Secretary-General Pier Carlo Padoan; former Norwegian Health Minister and member of the IESCO Presidium Werner Christie; and the executive director of APEC Secretariat, Michael Tay.
      Leading multinational companies including Nokia, GE, ABB, and Schneider, will showcase products and technologies at this year’s CHITECH. Domestic companies participating in this year’s event include Hisense, Changhong, Lenovo, Beijing Orient, Shougang, and VR Vision; all will focus on showcasing their achievements that feature independent intellectual property rights.

      The China International Exhibition Centre will serve as the main stage during CHITEC, relying on exhibition halls 1–8. There will be featured five specialized exhibitions and five comprehensive exhibitions.

      CHITEC forums and conferences will be organized around their content, with most related to serious contemporary issues in China’s economic, scientific and technological development. Meeting the diverse challenges arising from the international financial crisis, boosting domestic demand, maintaining economic growth and promoting development will get great attention.

      In addition, nine promotional activities will be held in accordance with the needs of China’s economic development and enterprises considering involvement in international markets.

 

CHITEC: four highlights

 

Highlighting the Theme of Coping with the Crisis

 

      Focusing on strategies for coping with the international financial crisis, the CHITEC keynote session and its speeches, forums and conferences all have targeted themes. Senior officials of international organizations and two Nobel Prize winners in economics will deliver speeches focusing on scientific and technological progress and business cycles, the effectiveness of government intervention in the financial crisis, technological innovation and the growth of small- and medium-sized enterprises.

      CHITEC forums will explore the development of high-tech industries in the context of the financial crisis. The China Financial Summit will focus on financial innovation and financial security, highlighting issues such as the effects of the financial crisis on China’s finance industry, trends and strategies for listing high-tech enterprises on the world’s stock markets, private equity investments and the construction of regional financial ecologies. The China International Forum on the Development of High-Tech Enterprises will explore issues such as corporate responsibility in light of the financial crisis, enhancing the abilities of enterprises to develop independent innovations and strengthening the technical transformation of high-tech enterprises.

      Hosted on the eve of the 60th anniversary of the founding of PRC, CHITEC will prominently display the top achievements in China’s scientific and technological development, especially in independent innovation.

      The Beijing Science and Technology Commission will hold an Exhibition of Beijing’s Achievements in Scientific and Technological Innovation during the 60 years since the founding of New China, which will display Beijing’s fruitful results in independent innovation and in scientific and technological development.

      The Zhongguancun Science and Technology Park, which has attended CHITEC for ten years in a row, will be present at this year’s event touting a brand-new image, as a national demonstration zone for independent innovation approved by the State Council. During this year’s event, more than 150 resident companies in the park will showcase as many as 1,000 high-tech products in an exhibition area of more than 3,200 square metres.

      With the idea of promoting the industrialization of the fruits of successful scientific and technological endeavours, CHITEC economic and trade negotiations will highlight the complements of technology and industry. It will invite people from abroad to explain their procurement policies and what it takes to participate in foreign materials purchasing programmes. In addition, provincial and municipal policies will be outlined so businesses and investors can organize the assumption of major high-tech projects.

 

Strengthen Innovation and Effectiveness

 

      One emphasis of the 12th CHITEC is on strengthening innovation and emphasizing practical results. Five forums and conferences will include new themes and contents. The High-Level Forum on China’s Energy Strategy, while discussing such hot topics as international oil-price volatility and energy strategies, low-carbon economies and structural adjustments, clean electricity and coordinated development, will invite groups involved in the procurement of oil equipment from Russia and Iran to carry out exchanges and negotiations with Chinese enterprises on oil-related material and equipment procurement demands.

      The High-level Forum on the Development of China’s Circular Economy will focus on topics such as ecological civilization construction, promotional strategies for the energy-savings and emissions-reduction industries, “green transportation” and urban development, urban greening and pollution control.

      Economic and trade talks at CHITEC will include links to project development and promotions and a discussion of investment environments and trade negotiations. In the overall layout of activities, we have strengthened interactions among exhibitions, forums, trade talks, online virtual exhibition halls and the keynote speech session, linking them closely through the theme “scientific and technological innovation leading development.” In this manner CHITEC will improve and deepen interactions and exchanges of information.

      The event will arrange for central ministries, enterprises and institutions of higher learning in Beijing to introduce major high-tech investment projects and to conduct business negotiations via the CHITEC platform.

      During the Sharing Opportunities in London Olympic Games promotion, the London Development Agency and Board of Investment will discuss trade and investment opportunities made possible by the 2012 Olympic Games in London, including investment rules, bidding procedures and the specific participatory methods so as to allow Chinese enterprises to participate in London Olympics materials procurement bidding, and to help people around the world better understand how they might benefit from scientific and technological achievements that led to the success of the Beijing Olympic Games.

      With entering the US government procurement market to show Chinese brands” promotion, the US Federal Procurement Authority will explain US Government procurement policies for federal procurement projects. This is viewed as one way that Chinese enterprises might use to begin participating in international business competition.

      During the promotion of Scientific and Technological Achievements and Business Cooperation Projects promotion, consultations, promotions and negotiations related to projects in key areas such as the plans to revitalize China’s top-ten industries and the industrialization of national scientific and technological achievements will be discussed. Well-known experts will be invited to explain topics such as science and technology project application and operational practices for applying for state support and funding.

 

Integrate Resources to Form a Concerted Effort

 

      For the first time, CHITEC 2009 has provided free booths for its sponsors, allowing them to invite and organize enterprises that want to participate in CHITEC’s exhibitions. The Ministry of Science and Technology and the Ministry of Industry and Information have recommended and organized major projects involving the latest national scientific and technological achievements and high-tech enterprises in the fields of energy-saving and emissions reduction to join in the exhibition to elaborate on China's significant results in scientific and technological innovation. The Ministry of Commerce will organize some new media and e-commerce businesses to participate in the CHITEC exhibition with an area of nearly 1,000 square metres. The CCPIT will organize content related to legal services for international trade, such as laws and arbitration, for the exhibition. The Ministry of Education and the State Intellectual Property Office are also involved at different levels in related activities.

 

Build a Platform to Provide Good Services

 

      The 12th CHITEC has focused on a continual improvement of its services and its receptions for fraternal provinces and municipalities who attend CHITEC. The Office of the CHITEC Organizing Committee has tried to combine the publicity of provincial and municipal policies and measures, development environment and key projects with their participation in CHITEC activities so as to promote investment and business invitations.

      It will continue to provide free venues for various provinces and cities to conduct promotions and to engage in negotiations and contract signings. Hunan Province will organize a big conference for industrial undertakings and the promotion of its industrial parks.

       At the same time, combined with the requirements of building “People’s Beijing, High-Tech Beijing and Green Beijing” and promoting the revitalization plan of Beijing’s six key industries, CHITEC has strengthened its services devoted to the districts and counties of Beijing.

        12届中国·北京国际科技产业博览会(以下简称12届科博会)于200951924日在北京举办。由中国科学技术部、商务部、教育部、工业和信息化部、中国国际贸易促进委员会、中国国家知识产权局和北京市人民政府共同主办的科博会,经过连续11届的成功举办,已经成为国内外高新技术企业以及相关业界展示最新科技成果、传播前沿思想理念、发布产业政策信息、链接区域合作和国际合作的标志性品牌活动。

        在过去的11年中,科博会见证了中国高新技术产业的发展历程,也见证了中国会展业的发展历程。第12届科博会将进一步整合创新资源,集聚合作商机,力促投资交易,推动产业振兴,全力搭建应对金融危机、促进科技产业发展的服务平台。

 

12届科博会总体活动安排

 

        12届科博会是在国际金融危机引发全球经济衰退,中国采取扩大内需等一系列促进经济增长的政策措施,全力保持经济平稳较快发展的背景下举办的一届大型国际科技经贸交流盛会,同时也是庆祝中国成立60周年前夕最大的一次国家级科技会展活动。

        12届科博会以科技创新引领发展为主题,全方位、多层次、多视角地展现新中国成立60年来在科技创新特别是自主创新方面取得的丰硕成果;展现科技创新对建设创新型国家,应对国际金融危机,扩内需、保增长的支撑作用;展现中国各省区市依靠科技力量,加快经济结构调整,促进产业升级的成果和发展空间。

        2009519,第12届科博会在人民大会堂召开的主题报告会中拉开帷幕。6万平方米的高新技术展览会、9场项目洽谈推介会和5场专题论坛,将在分布于北京市的20余个会展场馆全面展开。

        展览会作为科博会的核心舞台,包揽了中国国际展览中心18号展馆,由消费电子与信息技术展、汽车科技展、循环经济与节能减排技术展、新媒体技术与广告设备展、现代农业农村科技成就展5个专业展览,以及中国成立60周年北京科技成就展、中关村自主创新成果展、各省区市科技成果展、科技产业园区成果展和青年学生科技作品互动展5个综合性展览组成。

        论坛会议重点围绕积极应对国际金融危机以及扩内需、保增长、促发展等国家经济科技发展中的热点设置活动内容,力求突出思想性、前瞻性、导向性。主要活动包括中国高新企业发展国际论坛、中国金融高峰会、中国循环经济发展高层论坛、中国能源战略高层论坛、科技创新与城市管理论坛。

        洽谈推介活动重点结合中国经济发展以及企业开拓国际市场的实际需要,设置了9场活动,分别为国际投资项目洽谈会、中国企业海外投资环境专场推介会、共享伦敦奥运商机主题推介会、科技成果推广与商务项目合作推介会、2009中国国际工业节能减排科技创新大会、美国政府采购项目推介会、中国海外留学人员国际科技项目交流会和科博会人才招聘大会及网上人才招聘会。

 

12届科博会凸显四大特点

 

        由于第12届科博会筹备之际恰逢国际金融危机开始影响全球经济,尽管国际、国内的经济形势对科博会产生了一些影响,但组委会办公室采取积极的应对举措,创新活动内容,提高科博会专业化水平和国际化程度,拓展服务领域,全力搭建应对金融危机的服务平台,使本届科博会呈现四大特点:

 

凸显高科技引领经济发展主线

 

        12届科博会紧扣科技创新引领发展主题,围绕中国成立60周年这一主线,突出展现中国的科技发展,特别是在自主创新等方面取得的巨大成就,体现高科技引领经济发展的先导作用。

        中关村将以成为中国第一个国家自主创新示范区为契机,围绕科技保增长,创新促发展主题,集中推介政策环境和发展战略,展示一批国际领先的科技成果;北京市科学技术委员会将举办中国成立60周年北京科技创新成果展,从科技促进经济增长、促进社会发展、促进民生改善、创新环境建设等方面展示近年来北京市自主创新取得的丰硕成果以及建国60年来北京市科技发展的光辉历程。

        围绕应对国际金融危机,主题报告会和论坛会议板块都设置了有针对性的年度主题。主题报告会将邀请国际组织的高层官员、两位诺贝尔经济学奖获得者重点围绕科技进步与商业周期、政府干预金融危机的实效性、技术创新与中小企业成长等发表演讲。论坛活动也将从不同视角、层面研讨金融危机背景下高新技术产业的发展。其中,中国金融高峰会将围绕金融创新与金融安全的主题,重点探讨金融危机对中国金融产业的影响、高新企业上市趋势与策略、私募股权投资、区域金融生态建设等议题。中国高新企业发展国际论坛将探讨金融危机下的企业责任、增强企业自主创新能力、加强高新企业技术改造等议题。

        围绕推动科技成果产业化,经贸洽谈活动将全面突出科技和产业的结合,从产业政策解读到商务项目合作,从请进来宣讲国外采购政策到参与国外材料采购,从各省市招商引资政策发布到组织重大科技项目签约,力求搭建务实的科技成果转化和交易服务平台。

 

创新的内容和形式

 

        12届科博会中,5场论坛会议都融入了新的主题和内容。中国能源战略高层论坛在研讨国际石油价格波动与能源战略、低碳经济与结构调整、清洁电力与协调发展等热点话题的同时,还将邀请俄罗斯、伊朗等国的石油装备采购团组参与,与中国企业就石油物质装备采购需求开展交流和洽谈。中国循环经济发展高层论坛将重点研讨生态文明建设、节能减排行业推进战略、绿色交通与城市发展、城市环境绿化与污染排放控制等议题。

        经贸洽谈活动在项目征集和推介、投资环境说明、洽谈交易等环节作了创新。在整体活动布局上,进一步加强展览、论坛、洽谈、网上虚拟展馆和主题报告会的互动,通过科技创新引领发展这一主题将各个环节紧密串联起来,形成内在相互互动、呼应的活动体系。

        此外,第12届科博会还将组织中央部委、企业、大专院校在京重大科技投资项目发布、洽谈交易活动,利用科博会平台效应,促进重大科技成果产业化。通过帮助企业解读政策,加强企业海外投资中介服务,抓住热点为企业开拓国际市场提供具体商机,全力助推有实力的高新企业走出去,为企业开拓国际市场提供全方位的服务。共享伦敦奥运商机主题推介会,将邀请伦敦发展署、投资局等详细介绍伦敦奥运会的贸易投资机会、招商规则、招投标程序及具体参与方法,推动中国企业参与伦敦奥运材料采购竞标,助推北京奥运科技成果走向国际市场。美国政府采购项目推介会走进美国政府采购市场、展现中国品牌为主题,邀请美国政府联邦采购管理局介绍美国政府采购的政策、程序及主要渠道,为中国企业参与国际竞争搭建平台。科技成果推广与商务项目合作推介活动,将结合中国十大产业振兴计划和国家科技成果产业化重点领域的项目进行咨询、推介、洽谈,并邀请知名专家对科技项目立项与申请国家扶持资金的操作实务进行讲解。

 

集成各方资源优势形成系统合力

 

        2009年的第12届科博会首次免费向各主办单位提供展位,邀请和组织企业参展。中国科学技术部、工业和信息化部重点推荐和组织国家最新重大科技成果项目、节能减排领域的有关科技企业和项目参展,集中展现中国在科技创新方面取得的重大成果。

        中国商务部将组织部分新媒体、电子商务企业参加本届科博会展览,参展面积近1000平方米。中国国际贸易促进委员会将组织法律、仲裁等国际贸易法律服务等方面的内容参展。中国教育部、国家知识产权局也都在不同层面上参与了有关活动。各主办单位实质性的参与,不断丰富了科博会的活动内容,也为扩大科博会的影响、打造国际品牌活动奠定了基础。

 

高质量的参会服务和接待工作

 

        12届科博会组委会办公室进一步加大了科博会官方网站省市专区的工作力度,将省市政策措施、发展环境、重点项目宣传与参与科博会活动有机结合,全面促进各省市开展招商引资和经济技术交流与合作。同时,继续免费为各省市提供洽谈推介、签约活动场地,并有针对性地协助做好前期项目对接、客商邀请等工作,为各省市宣传科技政策措施、鼓励创新的发展环境提供便捷服务。湖南省将组织产业承接及工业园区推介大会,广西、西藏、青海等10余个省市也将组织不同层面的推介活动。

        12届科博会还将结合建设人文北京、科技北京、绿色北京的要求和促进北京市6大重点产业振兴规划,注重加强为北京市区县和企业服务,注重科技创新提高现代城市管理水平,注重科技创新促进高端产业发展。其中,科技创新与城市管理论坛将以城乡一体化下的城市科技管理为主题,围绕创新2.0模式的探索与实践、城市化进程中公共管理变革、城乡一体化下城市管理技术进步与应用创新等议题展开研讨。

 

广受关注的综合性国际盛会

 

        2009年的第12届科博会可以称之为是国际关注度和科技含量最高的综合性科技盛会之一。参会者包括诺奖获得者、国际组织负责人、政府官员和专家、学者等27位境外贵宾。其中有2004年诺贝尔经济学奖获得者爱德华·普雷斯科特,2007年诺贝尔经济学奖获得者埃里克·马斯金,经济合作与发展组织副秘书长皮埃尔·卡洛·帕多安,国际生态安全合作组织主席、挪威原卫生部部长沃纳·克里斯雅蒂,亚太经济合作组织秘书长戴昭安等。

        另外,奥地利维也纳市政府驻香港办事处、美国华盛顿州经贸厅中国代表处、英国伦敦发展署北京代表处、法国阿尔萨斯大区发展署等来自世界16个国家的18家使馆、商协会驻华机构参展。中国的20余个省、区、市也确认组团参会。在报名参展的企业中,包括诺基亚、GEABB、施耐德等世界著名跨国公司以及海信、长虹、联想、京东方、首钢、威亚视讯等一批国内高科技骨干企业。可谓是一场科技与思想的盛宴

        2009年,第12届科博会——这届国际关注度和科技含量最高的综合性科技盛会,将使世界更多的国家和地区认识中国,了解中国高科技产业的发展,促进高新技术产业的国际交流合作,全力搭建应对金融危机、促进科技产业发展的全新平台。
