Zhongguancun Science Park (Z-Park) Becomes State-Level Innovation Demonstration Park

On March 18, 2009, the Zhongguancun Science Park (Z-Park) became the only State-level innovation demonstration park of China approved by the State Council.

In the Approval of the State Council to Agree to Support Zhongguancun to Construct the National Innovation Park, Zhongguancun is called upon to seize upon its advantages in bringing resources for innovation into play. Actions taken should enhance reform and development and strive to recruit and develop innovative personnel, especially senior-level personnel. It should focus on the development and transformation of advanced international science and technologies and foster a group of world-renowned innovative enterprises and brands, enhancing innovation while spreading the influence of the exemplary role played by Zhongguancun.

Zhongguancun should progress to a new stage within the first 20 years of 21st century to become an influential technology innovation centre that is respected worldwide.In recent years, the State Council approved several comprehensive reform and experimental areas in various cities and regions; these play important roles in boosting the economic development of China. But the recent approval given Zhongguancun to construct national innovation park is different. Z-Park is an experimental area for the comprehensive reform of the country’s technological, educational and economic systems. It will serve as an important vehicle for exploring practical models and methods in support of the country’s reform and opening policy. As a national centre of innovation, Zhongguancun will strongly influence innovation nationwide. The State is supporting Zhongguancun’s deep reform and experimentation that will allow it to take the lead in the innovation and development of high-technology in China. Zhongguancun has been given the duty to explore new ways of doing things and to serve as an example for the county under the State Council mandate.

Some experts say Z-Park already is the biggest innovative system in China; improving on past performance, however, and creating a new national innovation demonstration area is Zhongguncun’s new responsibility. China’s economic development is undergoing an important transformation that relies heavily on technological innovation in its quest to perform effectively in medium- and high-end chains of international industrial activity. Establishing a national innovation area will stimulate the Chinese high-tech industry, which will allow the country to take its place in international high-end industrial chains and support the development of a country devoted to innovation.

 The State Council has approved many preferential policies boosting the development of Z-Park, such as stock ownership encouragement trials and deepening technology-oriented financial reform, assisting with the overhead expenses of important national science and technology-specific projects, encouraging new-type industrial organizations to participate in important national science and technology-specific projects and implementing favourable tax policies for innovative enterprises.

In national construction and socialist-market economic development, innovation is about more than technological innovation: it is also about breaking through bottlenecks in the high-tech industrial development system that is hampered by inadequate financing for medium and small technological enterprises and questions about stock-ownership rights of researchers in technology uses and transfers. Systemic innovation will inspire technologists’ innovation and passion for their careers, which is very meaningful for dealing with financial crises and the long-term development of the country.

To fulfil the task of creating a national innovation demonstration park and in support the construction of a more innovative country, Zhongguancun will redefine itself as a worldwide influential technology innovation centre. Competition in high-tech pursuits is rooted in international competition; economic and resource globalization provides Zhongguancun an opportunity to get worldwide recognition.

In the future, Zhongguancun will represent high-end industrial clusters, take a leading and influential role and participate in international development. While located in Beijing, it will attract high technologies, talents, capital and information resources, and then make them available nationwide. It will also take part in international cooperation, international market competition and participate in high-end global industrial activities.

The national innovation park will promote innovation in Zhongguancun, but it also will strengthen Beijing’s innovation in support of its “High-Tech Beijing” strategy. In doing so, it will promote innovation throughout the rest of the country and, indeed, the world.

On April 2, 2009, the Beijing Municipal Committee of the CPC and Beijing Municipal Government issued Some Suggestions on the Construction of Zhongguancun National Innovation Park to guide the detailed implementation of these plans.

2009年3月18日，经国务院批准中关村科技园区成为中国目前惟一一个国家级自主创新示范区。

中国国务院在《关于同意支持中关村科技园区建设国家自主创新示范区的批复》中指出，中关村科技园区要发挥创新资源优势，加快改革与发展，努力培养和聚集优秀创新人才特别是产业领军人才，着力研发和转化国际领先的科技成果，做强做大一批具有全球影响力的创新型企业，培育一批国际知名品牌，全面提高中关村科技园区自主创新和辐射带动能力，推动中关村科技园区的科技发展和创新，在本世纪前20年再上一个新台阶，使中关村科技园区成为具有全球影响力的科技创新中心。

近年来，中国国务院先后在一些城市和地区批准了综合配套改革试验区，对推动中国经济的发展具有重大战略意义。此次，国务院批复建设中关村国家自主创新示范区确有所不同。中关村科技园区一直是中国科技、教育、经济体制综合配套改革的试验区，是不断探索改革开放具体模式和途径的一个重要载体。作为中国的创新中心，中关村对中国的自主创新事业具有无可比拟的影响力。当前，国家支持中关村深化改革、先行先试，主动担当起引领国家自主创新和高技术产业发展方向的责任，为中国探索经验、做出示范，是国家赋予中关村的使命，也是国务院批准建设中关村国家自主创新示范区的目的所在。

有关专家指出，中关村科技园区已经成为中国最大的自主创新体系，在此建立国家自主创新示范区，是时代和国家赋予中关村新的发展任务。当前，中国经济的发展方式面临重大转型，要进入国际产业链的中高端必须依靠科技创新。建设国家自主创新示范区的目的就是推动中国的高科技产业在国际高端环节占有一席之地，支撑创新型国家的发展战略。

同时中国国务院还同意中关村科技园区通过开展股权激励试点、深化科技金融改革创新试点、国家科技重大专项项目（课题）经费中按规定核定间接费用、支持新型产业组织参与国家重大科技项目、实施支持创新企业的税收政策等多项优惠政策措施促进园区发展。

在中国建设和完善社会主义市场经济过程中，自主创新不单纯是技术创新。而是将中小科技企业融资、研发人员股权激励等当前困扰我国高科技产业发展的制度瓶颈作为突破口，鼓励我们进行制度创新，大胆尝试，这将鼓舞广大科技工作者创新创业的热情，对当前应对金融危机和国家长远发展都有重要意义。

要完成建设国家自主创新示范区的任务，支撑创新型国家建设，中关村未来的努力方向就必须是打造全球有影响力的科技创新中心。高科技竞争的本质是国际竞争，而经济全球化和资源全球配置为中关村提供了获取全球影响力的机会。

未来中关村的发展将主要呈现出高端聚集、持续引领、辐射带动和国际化发展的特点。中关村将立足北京，吸纳全球的高端技术、人才、资本和信息资源，然后辐射全国，在广泛开展国际合作、参与国际市场竞争的同时，向全球产业价值链的中高端挺进。

国家自主创新示范区不仅提升中关村的创新地位，也将提升首都北京的创新实力，支撑“科技北京”发展战略，从而提升整个国家在国际中的创新地位。

2009年4月2日，北京市政府发布了《关于建设中关村国家自主创新示范区的若干意见》，进一步明确目标，并对具体措施进行细化。
