Seeking Opportunities for Mutual Benefit in Troubled Times

Beijing and Hong Kong will seek to deepen cooperation in “new town” construction, financial services and public health, according to a media briefing held in advance of the 12th Beijing–Hong Kong Economic Cooperation Symposium.

The symposium, scheduled for November 26–27, 2008 in Hong Kong, will highlight post-Olympic opportunities.       

In the first six months of 2008, Hong Kong investors invested US$1.02 billion in Beijing, an increase of 12.9 percent over the same period in 2007. During this period, Beijing set up ten companies in Hong Kong, involving investments of US$80 million. With all eyes on the international financial upheaval, this symposium will have special significance for both cities.

Hong Kong expects to lose a lot of business in many of its more mature markets. So, where should it turn?

Brian Ng, representative of the Hong Kong Trade Development Council, said, “I believe the [Chinese] mainland is where we should turn to. I believe Hong Kong companies will have great opportunities, because the central government is making efforts to strengthen the economy and domestic demand.”

Construction of 11 new towns in Beijing began in the wake of the Olympics, which will provide great business potential. A forum will be held to discuss the topic by government officials, experts and consultancy agencies.

“There have already been teams from Hong Kong involved in rail-system and urban construction in Beijing. We have learned much from Hong Kong’s experiences in city management and garbage treatment,” said Liu Zhi, deputy secretary-general of the Beijing Municipal Government.

The financial industry is playing a growing role in the capital’s economy, hence the need for Beijing to draw on the experiences of Hong Kong, a long-standing international financial centre. Directors of government departments, financial supervision departments, functional areas and institutions will attend the forthcoming Beijing-Hong Kong Economic Cooperation Symposium. About 20 Beijing-based enterprises in need of financing will be able to meet with leaders of key institutions in Hong Kong to conduct face-to-face talks.

Seminar on public hygiene, emergency medical responses and disease monitoring will be held during the symposium. Beijing’s approaches to ensuring public health during the Olympics are likely to benefit public health authorities in Hong Kong as well.

Liu said, “In recent years, Beijing and Hong Kong have continued their public health information exchanges. We will institutionalize the practice. Beijing has organized three teams of experts in medical care, disease prevention and monitoring for discussion with their Hong Kong counterparts.

Other focuses of concern during the symposium will include exchanges in service outsourcing, scientific and technological development, cooperation with China Time-Honoured Brands (Zhonghua Laozihao) and Hong Kong enterprises and other mutually beneficial fields of concern.

第十二届北京·香港经济合作研讨洽谈会开启京港两地合作新篇章

日,以共享新商机、共谋新合作、共创新繁荣为主题的第十二届     将在中国香港特别行政区召开。由北京市商务局和香港贸易发展局共同主办的京港研讨会,经过连续11届的成功举办,使两地合作领域不断拓宽,合作层次不断提高,成为地区间经济合作的有效模式。

统计资料显示,香港长期位居来京投资的国家和地区之首,仅200816月,香港在京投资的项目就达到369个,实际利用外资10.2亿美元,同比增长12.9%。北京在香港的投资额也大幅增长,16月,北京在香港设立企业10家,北京方面的协议投资额达到8000万美元,同比增长40.7%;香港目前已是北京第三大出口地区,16月的两地进出口总额达到31亿美元,同比增长32.8%

为使本届会议取得更大实效,特别确定了在北京新城建设发展暨京港合作新机遇、京港金融服务与资本合作、京港科技与金融服务对接、京港服务外包合作、京港卫生防疫合作、北京中华老字号与香港企业界交流合作、京港奥运后旅游合作等双方共同关注的热点领域开展活动,并且将举行京港两地10个合作项目的签约仪式。此外,会议还将突出以下特点:

 

一、奥运后首都经济社会的可持续发展。

 

在目前复杂多变、危机四伏的国际经济形势下,国际国内各方面对奥运会后北京的可持续发展有着不同的看法。为此,在2008年的京港洽谈会上,特意安排了多个体现京港合作特点、存在合作商机的专题活动,主要包括:

1  北京新城建设发展论坛暨京港合作新机遇推介会。

新城的建设发展对首都城市空间布局调整、中心区人口疏解、区县功能定位落实和经济平稳较快发展有着十分重要的作用。根据《北京城市总体规划(20042020年)》和北京市十一五规划,在奥运会后全面启动11个新城的建设。为此,论坛邀请京港两地有关政府官员、专家学者和咨询机构,就北京新城建设发展进行深入探讨,共同寻找其中蕴藏的巨大商机。

2  京港生产性服务业暨服务外包合作研讨洽谈会。

重点就国际服务外包发展与京港合作新商机、京港两地服务外包的优势及发展战略、两地对发展服务外包市场需求的理解及各自经验、对服务外包人才的培训与交流等方面进行深入探讨,利用香港服务业高度发达、与国际接轨的优势,提升北京生产性服务业发展水平。

3  京港金融服务与资本合作高层论坛。

金融产业在首都经济中有着举足轻重的位置,为借鉴香港方面的成功经验,促进首都金融业发展,论坛邀请京港两地政府部门、金融监管部门、金融功能区、金融机构相关负责人,围绕金融服务、资本合作等主题进行探讨。

4  京港科技与金融服务对接洽谈会。

技术与资本的有效结合,是加速科技研发和成果转化、提高自主创新能力的重要途径。北京有丰富的科技资源,香港有雄厚的金融资本和成熟的投融资经验。会议邀请北京高新技术企业和香港金融机构相关负责人进行洽谈,实现北京科技资源优势和香港金融资本优势的对接,促进创新型城市建设。

5  北京中华老字号与香港企业界交流合作洽谈会。

届时,将有20家北京中华老字号将在香港集体亮相,展示北京老字号在文化、技艺和品牌方面的优势,吸收香港企业在营销设计、创意、服务方面好的做法,提升北京传统行业经营水平,促进商业服务业升级。

 

二、积极扩大奥运效应,加强两地旅游产业合作。

 

奥运会的成功举办,推动了首都改革开放和现代化建设的进程,提升了北京的城市形象,扩大了北京在国际上的影响,北京因此成为具有更加强大吸引力的旅游目的地城市。为使广大香港同胞共享奥运欢乐,本届京港洽谈会上,特意推出北京奥运与会展旅游推介会暨回味奥运两地访活动,就奥运旅游线路、旅游产品以及北京会展旅游资源进行推介,为两地旅游者提供更多更新的旅游信息,推动京港两地旅游界在旅游规划、旅游项目开发、旅游市场联合对外促销、两地互为旅游目的地和客源输出地等方面加强合作。

会议期间还将举行北京经济发展新成就暨北京奥运会成果展览,以北京成功举办奥运会、改革开放三十周年、中关村科技园区成立二十周年为载体,全方位展示北京奥运会的盛况和北京经济社会发展取得的新成就,展现京港未来合作的美好前景。

 

三、高度重视社会领域合作。

 

香港是一座社会高度成熟、社会建设经验丰富的现代化国际大都市,有许多经验值得北京借鉴,公共卫生领域更是如此。为了借鉴香港的成功经验,推动北京公共卫生事业发展,将举办京港卫生防疫合作研讨会,以疾病监测与应急处理为主要内容,在奥运公共卫生安全保障的做法与经验、突发公共卫生事件应急处置、疾病监测与预警、艾滋病和结核病的预防与控制、健康教育与促进等方面进行交流,研讨医疗卫生体制改革等相关问题,推动京港卫生防疫领域的全面合作。
