Creative and Cultural Industry Booms in Daxing District2008/05/20

Sport is a huge part of almost any country’s cultural make up these days, and the blend of high technology, sport and fashion is creating new opportunities within the cultural and creative industry that Beijing’s southern Daxing District intends to capitalize upon. In April 2008, the AST (Action Sports Tour) China Invitational, the umbrella brand and organization of one of the world’s most prestigious action sports events held its first international-level event in China in Daxing District. Top professional action-sports athletes from around the world, including Skateboard Vert athlete Andy Macdonald, BMX Vert Dew Cup champion Jamie Bestwick and Skateboard Park competitor Rodolfo Ramos, competed in the event. Daxing seized on the event to attract more attention to its international enterprises and organizations, including its quietly booming creative and cultural industry, according to This may seem odd, at first, to some, because Daxing District is better known throughout China as a key agricultural base for Beijing; if you chat with the elderly Beijingers, they might tell you that Daxing District is Beijing’s southern vegetable garden, especially famous for its watermelons, mulberries and grapes. But chat with young Beijingers and you’re likely to hear something new: Daxing is becoming a "cultural palace" and building a booming creative and cultural industry. In fact, the creative and cultural industry has made tremendous progress, bringing numerous benefits to the district. Already in place are film and TV production studios, along with animation, cartoon, industrial and fashion design studios, printing and packaging operations and now: fashion sports. And the result of these activities is impressive: per year, more than 600 TV programmes are made in Daxing District; nearly 20,000 fashion garments are designed and more than 300 animation and cartoon programmes are made.
Fashion Sports Products, World Competition Events: A Natural
The fashion sports boom in Daxing District is giving birth to some famous sports product enterprises and clusters of sports industries. The Beijing Xima Bowling Equipment Manufacturing Company Limited is one of them. Relying on imported technical knowhow, this company is the biggest bowling lane production base in the world, and the Cart-type Horizontal Electronic Ball-return System developed by the Xima Bowling Company meets international standards. Xima now occupies 50 percent of the home market and its products are also sold in the United States, Russia, India and Bhutan. Another well-known sports brand in Daxing District is the STAR brand billiard table made by the Beijing Xingwei Sports Goods Company Limited. This company’s products are used in many international competitions and have been exported to the Americas, Europe, the Middle East, Australia, Japan and Russia. In February 2002, the STAR brand billiard table won the quality certification of the World Snooker Association. In fact, there are only two brands approved by the World Snooker Association, and in the 2007 World Snooker China Open, the STAR billiard table won praise from the players: champion Stephen Hendry even signed on as the image ambassador of the brand. In the 2008 World Snooker China Open, the STAR billiard table was designated as the competition and training table.
New Media Boosting Creative and Cultural Industry
The National New Media Industry Base, established in 2005, is located in central Daxing District. This area is China’s only new media cluster base under the National Torch Plan, and it is also one of Beijing’s first ten creative and cultural industry bases. A lot of popular TV programmes, such the Treasure Appraise, Lucky 52, and At the end of 2007, there were 68 enterprises based in the National New Media Industry Base involved in film and TV programme-making or the animation, culture, art and printing industries. In 2007, the creative and cultural industry earned 3.2 billion yuan (US$457.84 million) in income for Daxing District and employed 10,000 people, many of them local residents. The New Media Xingguang Film & TV Park is the biggest TV programme-making centre in China. It has more than 40 studios of different sizes, ranging from 2,200 square metres to 100 square metres, along with programming, dressing, stage property, waiting, rehearsal, meeting and VIP rooms and satellite transmission facilities for programming. By the end of 2007, more than 700 large TV shows had been produced in the park. Indeed, the park’s facilities and satellite transmission capabilities provide an available platform for cooperation of different regions and TV-related industries. More than 50 TV stations have worked with the New Media Xingguang Film & TV Park, including CCTV, Phoenix Satellite Television Company Limited, Dragon TV and NBC. But the production studios are just a part of the New Media Xingguang Film & TV Park’s business: more importantly, it provides a media service stage. The enterprises based in the park offer many specialized services such as film and TV productions, new techniques, distribution, art training, overseas reporting via a new centre, a performing agency, foreign-language programme translation and dubbing and advertising, which means a film and TV programme cluster industries will be integrated in this park.
Design Industry Enhancing Economic Growth
Phoenix Furnace Company is a small company with a staff of just about 110. But this small crew annually creates as much as 1 billion yuan (US$143.074 million) in output value, which means 250,000 yuan (US$35,768) per person a day. More surprising, perhaps, this company has no factory: they merely design their furnaces in a studio. Their products are used nationwide by companies such as the Shougang Group, Baosteel Group and the Anshan Steel and Iron Group. In 2007, the company signed a new 1 billion yuan (US$143.074 million) contract. Phoenix Furnace Company is not the only design company based in Daxing District. These companies rely on their unique designs to serve other enterprises and, accordingly, yield a good economic return. PacLantic Company Limited is a children’s wear company, with a small operation of only 16,667 square metres, without a large factory. But this small company is among the top three children’s wear companies in China. The secret of PacLantic’s success is innovation and design. The company now has nearly 400 franchise stores in 200 cities in China. There are 65 large fashion companies in Daxing District, employing more than 500 fashion designers. These companies produce nearly 20,000 garments per year, earning a total sales income of nearly 1.5 billion yuan (US$214.6 million). Beijing has more than 20,000 domestic- and foreign-funded design companies, employing 100,000 designers. In addition, there are also more than 30 colleges in Beijing that offer courses for design majors. This rich resource can provide sufficient support for Daxing’s design industry. According to development plans, a Beijing Design Industry Park will be established to focus on the design and development of industrial, environmental, integrated circuit, software and architectural products.

新媒体产业基地初显集聚效应
大兴国家新媒体产业基地于 国家新媒体产业基地核心区位于北京市南中轴延长线大兴中部魏善庄地区,距天安门正南 《鉴宝》、《幸运52》、《星光大道》……这些在北京大兴国家新媒体产业基地制作的名牌电视栏目轮番吸引着观众的眼球;中国教育电视台把所有新媒体业务都重点在基地发展;北京移动建设国内最大的移动增值业务旗舰基地和数据中心;美国哈佛大学飞流公司正在这里培育新媒体产品进出口的数码港……如今,北京大兴国家新媒体产业基地已初显集聚效应,并形成了“沿南中轴路文化创意产业带”。其中,国家新媒体产业基地核心区将建设成为集研发、培训、创作、孵化、制作、交易、展示与体验、配套服务八大功能于一体的综合性区域;星光影视园(以拍摄娱乐节目为主)、北普陀影视园(以拍摄室外剧和古装剧为主)、大森林影视园(以拍摄室内剧为主)形成了影视节目拍摄与制作、后期节目编辑、网络卫星传输于一体的创意文化平台;围绕北京大学软件与微电子学院、北京邮电大学世纪学院、北京印刷学院、北京市实用高级技术学校、北京爱莲舞蹈学校等各大专院校形成的软件制作中心、动漫创作及人才培训中心和艺术人才培训中心。这三个部分优势互补形成基地完整的产业链条。 截至2007年,基地内共有入驻企业68家,主要涉及影视节目制作、动漫及文化艺术、出版等行业。2007年,预计大兴区全区文化创意产业实现主营业务收入32亿元,税收8000万元,实现就业近1万人。2007年,国家新媒体产业基地以着力完善产业基础设施,打造完整的产业链条,重点引进有带动作用的渠道以及平台类项目。经过一年多来的建设和发展,已经取得了一定的进展,初步形成了产业集聚效应。
体育被注入文化元素
2008年4月,备受关注的AST全球职业极限运动巡回赛(中国站)在大兴落下帷幕,来自美国、英国、加拿大、丹麦、中国等国家的各路极限运动高手为广大观众献上了精彩的比赛。据基地的相关负责人介绍,引进此项赛事的目的在于通过国际高端体育项目,吸引一些高端企业或机构关注大兴,走进大兴,成为大兴发展文化创意产业的“智囊团”和生力军,从而带动大兴新兴产业的发展。 体育,被注入文化元素后,内涵与外延发生了变化,由过去的强身健体,发展为人们一种愉悦身心需求的生活方式。具有雄厚文化创意产业实力以及各类相关资源的大兴区,将时尚体育产业作为文化创意产业新的增长点。 时尚体育产业,在大兴区这片绿海田园中翩翩起舞,涌现出了一批知名体育品牌企业,希玛保龄就是其中之一。它目前拥有世界上最大的保龄球道板生产基地,改变了中国长期以来不能生产国际标准高质量的保龄球道板的状况,结束了中国保龄球道板依赖进口的历史。 像希玛保龄一样,大兴在发展时尚体育产业方面具有雄厚的产业基础,涉及体育专业培训、体育器材制造、体育竞技、体育休闲娱乐等多个领域,并形成了具有广泛影响力的品牌。同时,区内还有中国网球学校、北京市第三体育运动学校、中国火车头体育工作队、北京市残疾人体育训练中心等多家高水平专业性的体育培训机构。 希玛保龄打出了名气,“星牌”台球更是闪耀世界斯诺克赛场。在2008年斯诺克中国公开赛上,星牌台球桌被世界斯诺克职业台球联合会再次选定为比赛及训练用台。据了解,“星牌”台球桌在2007年2月通过了世界斯诺克协会的审定,目前全球通过该审定的仅有两家企业,在2007年中国公开赛上受到许多世界台球大师的好评,台球皇帝亨德利还担当了星牌台球桌的形象大使。
服装设计产业悄然兴起
走进长子营镇的派克兰帝工业园,在这个占地仅16000多平方米、绿阴环抱的园区内,看不见大型的生产车间,但却连续3年荣获中国童装市场占有率第一名。园区相关负责人介绍,“派克兰帝”的品牌能够做大、做强,核心优势是服装的创意和设计。目前,派克兰帝在中国近200座大、中城市设有近400家专卖店,并且在纽约国际童装展上被誉为“具有国际风格的品牌”。 像派克兰帝工业园一样,目前大兴区已聚集了一大批以设计为主的服装企业,正是靠着独有的创意设计,服装设计产业正在大兴悄然崛起。全区规模以上服装企业达到65家,拥有500余名专业设计人员对自主品牌进行研发设计,年研发设计服装近2万套件,销售收入近15亿元。 另外,大兴区服装企业不仅在工艺上基本涵盖了整个服装产业链条,而且在轻纺时装、皮毛、工业用纺织品等类别上均有分布,涉及男装、女装、童装、裘皮、羊绒制品、羽绒制品、家居用品、时尚针织内衣等,涌现出一批知名品牌。 未来,大兴区还将建设一座集服装科技研发、展示发布、生产加工、仓储物流等功能于一体、现代化的服装产业园,聚集一批包括国际、国内知名品牌在内的服装生产厂家及配套企业,使大兴成为引领首都服饰潮流的“时尚之都”。
中国最大电视节目制作中心
《幸运52》、《梦想中国》、《非常6+1》、《开心辞典》,这些深受电视观众喜爱的名牌综艺节目虽属不同频道,但都录制于一个相同地方———星光影视园。 目前,大兴星光影视园已成为国内最大的综艺节目制作中心,不仅拥有面积为 星光影视园有关负责人介绍说,影视园所拥有的完善的制作及卫星传输平台,使电视台之间,电视台与各类媒体服务公司之间,以及各类媒体公司之间的距离跨越了地域、行业、电视台的限制,从而使资源共享变得更加轻松。目前,已有包括中央电视台、凤凰卫视中文台、东方卫视、美国NBC等50多家国内外电视台及节目制作机构与星光达成合作意向。 为电视台提供“生产车间”只是星光影视园的创收点之一,其更主要的功能是形成一个媒体服务平台。新媒体产业基地管委会负责人曹辉介绍,星光影视园入驻企业将包括为影视节目制作服务的技术公司、节目制作与发行公司、艺术院校实习培训中心、远程培训学校、外国外地电视台驻京记者站、演出经纪公司、外语节目翻译配音公司、广告展览公司等。也就是说,媒体产业所有环节的流动过程和经济活动,都可以在星光影视园进行,这也就意味着,媒体将在这里释放出巨大的产业价值。 2008年,星光影视园开始了三期新媒体中心项目的建设,这也是2008年北京市文化创意产业领域中惟一一个市级重点工程,分为商务区、连接展示区、机构办公区、生产制作区和配套服务区。重点打造电视产品发行平台与电视产品的创意与成果展示平台,以定期的节目“集市”的方式为电视产品买卖双方提供实施、快速、透明低廉的服务,同时将一批包含节目整体创意策划、节目现场舞美、灯光、服装策划,以及节目后期包装策划、节目推广策划等环节的知名创意设计机构和设计人才引入园区,提升电视产品的整体质量及宣传包装水平。 未来3至5年,星光影视园各类演播室将达到60个,录音棚达到20个,形成以科技研发中心、创意设计中心、节目制作中心、展示传播中心、媒体聚集中心和专业技术服务中心为核心的中国规模最大的专业化、开放型、互动式的节目制作基地和广播电视传播交流中心。
动漫制作产业形成规模
由新媒体产业基地注册企业北京卡酷公司制作的百集大型益智动画片《福娃奥运漫游记》开播后收视率不仅超过了国内动画片的平均收视率,而且比以前强档引进的日本和欧美动画片还高。据悉,《福娃奥运漫游记》已与全国100多家电视台签订播出协议,绝大部分是省、省会及大中城市的电视台,还有很大数量的体育频道。目前已有不少开发商来电商谈合作,市场开发前景良好。通过利用北京市的产业、人才优势,大兴已经成为北京动漫制作的主要基地,先后创作动漫作品300多部。 新媒体产业基地有关负责人介绍说,新媒体产业基地还将与区内部分企业合作,打造一个覆盖全国的动漫产业孵化平台,根据项目功能定位,该项目要建成国内和亚洲地区最先进、规模最大的专业化动漫、大规模游戏创作平台,设计为100家动画企业提供设备支持,同时提供130个工位,每天制作2D动画40分钟,3D动画40分钟,逐格动画40分钟。为企业提供企业孵化场所、技术支持服务、公共制作平台、产品交流交易等基本条件,并逐步完善研发设计、培训交流、会展交易、投资融资等功能。 北京目前有包括设计产业在内的内外资各类设计公司2万多家,设计产业从业人员达到10万人;有设计类专业的院校30多所,其中工业设计专业的院校就达21所,占中国工业设计院校的10%以上,每年在校大学生、研究生、博士生近1万人,为大兴发展设计产业园奠定了坚实的产业、人才基础,设计产业将是大兴未来发展的重点。据悉,大兴区还将规划建设一座集创意设计、企业孵化、展示交易等功能于一体的北京设计产业园,重点发展工业、环境、集成电路、软件、建筑等设计研发领域,形成一个国际化、综合性,交通便捷、环境优美的设计产业集聚区。 区内不仅可为设计产业企业和设计师提供专业化、系统化的工作空间,为小型设计企业提供企业成长所需的各种条件,而且还可为园区内外的设计企业提供一个展示交易的平台,为企业提供信息咨询、技术咨询、技术测试等技术支撑服务,帮助企业提高设计开发能力,降低设计开发成本。
未来蓝图接轨世界
大兴区的文化创意产业已经接轨世界。总部在美国洛杉矶的创新王国股份有限公司在大兴设立了北京分部,成为其全球六个分部之一。当北京分部工作一天下班后,刚刚上班的南非约翰内斯堡分部便接替剩余的工作,而当约翰内斯堡分部下班后,洛杉矶又继续工作,每个分部都只工作了8小时,却在全球形成了一个24小时不间断的设计链条。闻名全球的阿联酋迪拜棕榈岛旅游胜地,南非“消失的世界”度假胜地,迪斯尼东京海洋乐园,北京欢乐谷主题公园等诸多杰出的设计均在这个链条中诞生。 按照规划,未来大兴将重点建设国家新媒体产业基地,通过建立培训教育中心、创业中心、制作中心,搭建网络化交易平台和写作设计平台,建设娱乐学习世界,培育一批有核心竞争力的龙头骨干企业,建成一批有国际先进水平的特色优势产业,创建一批有持续创新能力的新媒体技术创新中心,集研发、创意、集成、应用于一体。
