Shunyi: Beijing's New Town and the International Green Port

Shunyi District is located about 30 kilometres northeast of Central Beijing. The district sprawls over 1,021 square kilometres and is home to 703,000 permanent residents who reside in 19 townships, 6 sub-districts and 424 villages. Shunyi is an important part of Beijing’s East Development Belt: as such, it is the site of one of Beijing’s key new towns and has one of Beijing’s six high-end industrial zones—the Airport Industry Zone. During the Beijing 2008 Olympic Games, numerous aquatic events, especially the canoeing and kayaking competitions, will be held in the district: 32 gold victor’s medals will be awarded there.

 

City Construction

 

In 2005, the State Council approved the Beijing Urban Master Plan 2005–2020 and confirmed Shunyi District as one of three key new towns. In 2006, The Key New Town Implementation Plan During the 11th Five-Year Plan Period affirmed that Shunyi New Town would be “one of the key new towns, the capital airport hub facing to the world, airport industry centre and advanced manufacturing industry base. According to this plan, Shunyi New Town will be developed as a model of “transportation axes + city clusters + ecological green land” with “two transportation axes, three districts and several urban clusters.” By 2020, Shunyi New Town will be populated by 900,000 people. It will cover about 103.9 square kilometres, of which 86 percent will be greened.

The Beijing 2008 Olympic Games is already boosting the development of Shunyi District. To create a good ecological environment for its Olympic venues and to create a green new town, the state and local governments are emphasizing urban development, including an 880 million yuan (US$120.47 million) investment in the Chaobaihe Park and Jianhe Park. Construction has been completed on infrastructural and environmental projects valued at nearly 1.6 billion yuan (US$219.04 million) around Shunyi’s Olympic venues, the Baima Road area and the roads along the Chaobai River. The 450 million yuan (US$61.61 million) investment in the Shunyi Olympic Rowing-Canoeing Park has beautified this area.

In the five years before the opening of the 2008 Olympic Games, an average of 184 kilometres of new roads were built each year, twice that of previous years. Improvement of the district’s urban infrastructure is rapid. Sixty-five “greening” projects have been completed, adding about 1,333.33 hectares (ha) of green space per year, four times more than when the projects began.

Much of the infrastructure for Shunyi New Town is now ready for use. In 2007, Baima Road, which connects Central Beijing with the Shunyi Olympic Rowing-Canoeing Park, was completed, along with other roadways that will make transportation in the district much more convenient. By 2020, the area will be served by Beijing Subway Line M15, Suburban Railway S6 and S3 and Airport Line L1, with a total length of 57 kilometres.

 

Economy

 

Shunyi District’s economy has grown rapidly in recent years. In 2006, Shunyi District generated a GDP (gross domestic product) of 29.38 billion yuan (US$4.02 billion), an increase of 15 percent over 2006. Total revenue was 9.22 billion yuan (US$1.26 billion), an increase of 30 percent, with local revenues totalling 2.23 billion yuan (US$305.29 million), up 33 percent. Actually used foreign direct investment totalled 280 million yuan (US$38.33 million), an increase of 11.4 percent. The total output value of industrial enterprises large enough for statistical computation by the State was 102.9 billion yuan (US$14.09 billion), increasing by 18.8 percent, and fixed assets investment came to 15.5 billion yuan (US$2.12 billion), up by 28.7 percent.

For the first half of 2007, the Shunyi District GDP was 16.79 billion yuan (US$2.3 billion), up 13.1 percent year-on-year; total revenue was 7.29 billion yuan (US$998 million), up by 36.4 percent and local total revenue was 1.92 billion yuan (US$262.85 million), up by 52.7 percent.

The Olympics, new town development and the airport industrial zone have attracted many key projects to the district. Before 2008, the existing and ready-to-be-invested operational fixed assets were valued at 100 billion yuan (US$13.69 billion).

At the end of 2007, the expansion of the 27 billion yuan (US$3.7 billion) Beijing Capital International Airport project was complete. A cold-rolled sheet project of the Shougang Group valued at 6.4 billion yuan (US$876.16 million) had been launched, which will create 10 billion yuan (US$1.37 billion) in output value and 500 million yuan (US$68.45 million) in annual tax revenue for Shunyi District. This is joined by the second factory of the Beijing Hyundai Motor Company, representing an investment of 12 billion yuan (US$1.64 billion). When producing at full capacity in 2020, 300,000 more vehicles will be produced per year. The 8.4 billion yuan (US$1.15 billion) New China International Exhibition Centre will open in April 2008.

 

Industry

 

Relying on development of the airport industry zone and modern manufacturing industry, Shunyi has an economic structure featuring the industry as a forerunner with other industries providing support. The Three Industries ratio has changed from 12:56:32 in 2003 to 6:62:32 in 2006; the modern manufacturing industry and airport industry have become leading industries in Shunyi District.

The industrial zone and base set up a platform for the development of the manufacturing industry. The Beijing Tianzhu Export Processing Zone, Beijing Airport Economic Development Zone, Beijing Linhe Economic Development Zone, Jinma Industry Zone, Beijing Automobile Production Base, Beijing Airport Logistics Park, Beijing Airport Tax-Free Logistics Center (B) and Guo Men Business Centre are all operating in Shunyi District.

The development of the airport economy is a force in favour of Shunyi New Town. In addition to the Beijing Capital International Airport, four airline companies, Air China, China Eastern, China Southern and Hainan Airlines Company Limited, and more than 300 other aviation-related enterprises operate out of Shunyi. By the first half of 2007, 15 more aviation service-related and logistics enterprises had come to settle in Shunyi, bringing 1.4 billion yuan (US$191.91 million) in investment. Sixty-four key airline and aviation-related enterprises had generated 2.36 billion yuan (US$323.51 million) in tax revenue, an increase of 54 percent. More than 180 enterprises have joined the Beijing Airport Logistics Park. From January to July, 2007, these enterprises provided 1.17 billion yuan (US$160.39 million) in tax revenue, a 56 percent increase. There are 78 multinational enterprises and 30 enterprises of the world top-500 operating in the Beijing Airport Economic Development Zone.

Listed companies are booming in Shunyi District. There are eight listed companies based here: the Beijing Yanjing Beer Group Corporation, Beijing Shunxin Agriculture Company Limited, Beijing Airport High-Tech Park Company Limited, Beijing Dalong Weiye Real Estate Development Company Limited, China Fire and Security Group Incorporation, Beijing Huiyuan Beverage and Food Group Company Limited, Beijing Capital International Airport Company Limited and Air China Limited. Moreover, the Beijing ZJS Express Joint Stock Limited Company and Beijing Jianghe Curtain Wall Company Limited in this area are also ready to go to the stock market.

Shunyi has five Chinese Name-Brand Products, 15 Beijing Name-Brand Products, seven China Well-Known Trademarks and 27 Beijing Famous Trademarks.

 

The Olympics

 

On August 7, 2007, the “Good Luck Beijing” sports events began at the Shunyi Olympic Rowing-Canoeing Park. The event lasted for nearly a month and featured 132 competitions. More than 3,000 athletes, and officials and journalists from 56 countries and regions attended this event.

Shunyi Olympic Rowing-Canoeing Park is the largest newly built Olympic venue, the only international aquatic sports competition venue that integrates flat-water racing and slalom racing in the world. During the 2008 Olympic Games, it will serve the rowing and canoe/kayak competitions, awarding 32 gold medals.

To implement the “People’s Olympics” concept, Shunyi District has launched a series campaigns to create a friendly environment for the Games, such as foreign language, etiquette and Olympic knowledge training in the service industry.

 

People’s Lives

 

In the first half of 2007, 222,704 people were employed in the district, an increase of 17,279 (8.4 percent) over the same period in 2006. Payrolls totalled 3.3 billion yuan (US$452.4 million), an increase of 39.1 percent, with an average pay packet 15,073 (US$2,066.38), an increase of 28.6 percent. Average pay to employees ranked in the top 10 of the 18 districts and counties of Beijing and second among workers in suburban districts and counties. Employment rates ranked sixth among the 18 districts and counties and at the top among workers in suburban districts and counties. The norminal income per capita of the urban residents was 9,832 yuan (US$1,347.88), up by 13.7 percent year-on-year.

In recent years, 50,000 residents of 32 villages have begun new lives in urban Shunyi. About 980 million yuan (US$134.35 million) was invested in “New Socialist Countryside” programmes in the district. Roads, water supplies and hygienic conditions were vastly improved. Basic social security spending for rural residents increased to 1,800 yuan (US$246.77) per recipient per year. The rate of participating cooperative medical insurance reached 87 percent. The employment rate of the non-agricultural residents rose to 88 percent, and the registered unemployment rate was limited to less than 2.5 percent. In the first half of 2007, the per capita cash income of a rural resident was 6,301 yuan (US$863.74), an increase of 9.3 percent.

During the Second China (Beijing) International Cultural and Creative Industry Expo held November 8–11, 2007, the new China International Exhibition Centre Industrial Park in Shunyi was cited with the China Cultural and Creative Industry Potential Brand Award, and it was among the China Top-100 Cultural and Creative Enterprises, with its Artron Enterprises (Group) Limited rising to ninth and the CH-Auto Technology Corporation Limited ranked at 45. Seven cooperative intents and agreements were signed during the expo, valued at 565 million yuan (US$77.68 million) in investment.

 In 2006, there were 71 cultural and creative companies in Shunyi District, accounting for 9.9 percent of the district’s industrial, commercial and service industry activity. The 71 companies generated a total operating income of 2.19 billion yuan (US$301.13 million) and tax revenues of 128.48 million yuan (US$17.67 million), accounting for 1.74 percent and 2.5 percent of the district’s large-scale industrial, commercial and service industry activities. From the data above, it is obvious that the cultural and creative industry in Shunyi District is steadily coming into its own.

 

 

新城 新港 新奥运

——走进北京顺义绿色国际港

绿色规划——充满活力和希望的顺义新城

 

顺义位于北京东北方向,距离市区30公里,区域总面积1021平方公里,是北京东部发展带的重要节点、北京重点新城和首都临空经济高端产业功能区,下辖19个镇、6个街道办事处,常住人口70.3万人。

2005年,国务院正式批复了《北京城市总体规划(20042020年)》,确立了北京市两轴两带多中心的空间发展格局,实施多中心与新城发展的战略,并且规划出了 11 个新城,顺义是其中重点发展的三个新城之一。按照规划,顺义将成为东部发展带的重要节点,北京重点发展的新城之一,主要承担引导发展现代制造业以及空港物流会展、国际交往、体育休闲等功能。

2006年,在《北京市十一五时期重点新城发展实施规划》中,顺义新城的功能定位是北京重点发展的新城之一,面向国际的首都枢纽空港,带动区域发展的临空产业中心和先进制造业基地,将被打造成为现代国际空港、区域产业引擎和绿色宜居新城。根据规划,顺义将构建交通轴线+城市组团+生态绿地的新城空间发展模式,确立两轴、三区、多组团十字型空间布局结构,并采取分期控制与发展的形式实现规划目标。到2020年,新城人口将达到90万人,城市规模达到103.9平方公里左右。

  

绿色希望——筹办奥运让顺义别样精彩

 

200787,随着国际奥委会主席罗格、北京奥组委主席刘淇和国际赛艇联合会主席奥斯瓦尔德挥下黄色的鼓槌,好运北京系列测试赛在北京2008年奥运会第一座竣工并投入使用的比赛场馆——顺义奥林匹克水上公园正式开幕,整个赛事持续了近一个月的时间,共接待了56个国家和地区的运动员、官员、媒体记者等3000余人。进行了132场比赛,产生了29枚金牌。扎实的筹办工作、出色的组织能力、周密的安排部署以及完善的运行保障不仅赢得了国际奥委会的嘉许和国内外的高度评价,也使顺义成为了全球关注的热点地区。

随着体育商业化的运作,奥运会已不再是一项纯粹的体育盛宴,更因其带来的商业现象和市场机会而成为一道经济大餐。自从北京2008年奥运会水上项目确定在顺义举行之后,顺义充分发挥奥运这块金字招牌的聚集效应,为顺义经济的全面发展提供助推作用。

北京首都国际机场扩建工程、顺义奥林匹克水上公园及配套设施工程、京承高速、奥运大道等重点交通设施建设工程、中国国际展览中心新馆及相关配套工程、潮白河森林公园建设工程等一批国家级、北京市的重点建设项目,极大地提升了顺义的城市现代化进程和运行管理水平。

由于奥运项目的拉动,20022008年累计1000亿元经营性固定资产投向了顺义,为区域持续发展增添了强劲动力。据统计,顺义在取得奥运会水上项目举办权后的几年时间,奥运因素的带动使得地区生产总值年均递增23.2%,财政总收入年均递增40.7%,地方财政收入年均递增37.2%。同时,燕京啤酒股份有限公司成为北京奥组委的奥运赞助商;中国国际航空股份有限公司成为北京2008奥运会合作伙伴;空港物流的普洛斯公司负责奥运期间各类奥运物资的存储、周转、加工和配送;几家顺义的建筑公司参与了21个奥运相关项目建设,合同总金额达到10.3亿元;怡生园、金潮玉玛、金宝花园、顺义宾馆、乡村乐园被确定为奥运官方接待酒店……极大地提升了区内企业在中国乃至国际上的影响力和知名度。

筹办奥运还提高了新城的综合保障能力和居民的素质。从政府官员、机关干部到普通百姓迎奥运、讲文明、树新风,无论是从精神面貌、文化修养,还是服务水平,都得到全面提高,这一切都为顺义的经济发展营造了良好的环境。

 

 

绿色引擎——五大产业群落激发经济新活力

 

20071210,北京现代汽车的第100万台发动机成功下线。这100万台发动机记录了北京现代汽车发动机生产在短短5年时间内从15万台产能到拥有50万台产能的整个发展历程,也再次见证了顺义汽车产业的现代速度

目前,顺义构筑起了以工业化为先导、多产业支撑的经济发展格局,呈现出集群化、园区化、规模化、特色化、品牌化的显著特征,拥有以国家级天竺出口加工区、市级空港经济开发区、林河经济开发区、金马工业区、空港物流基地、汽车生产基地、空港保税物流中心B型和国门商务区为工业区和基地构筑起的制造业发展平台;以燕京啤酒、顺鑫农业、空港科技、大龙地产、首安消防、汇源果汁和机场股份、国航股份8家上市公司搭建起的良好融资平台;以空港经济开发区、天竺出口加工区为核心的高新技术产业群落;以林河经济开发区和北京汽车生产基地为核心的现代制造业产业群落;以空港物流基地为代表的现代服务业产业群落,以燕京、汇源、牵手为代表的都市型食品饮料产业群落;以顺鑫农业、三高示范基地为代表的现代农业产业群落,这五大产业群落成为经济的主要拉动力。

200718月,五大产业群落完成工业总产值610.4亿元,同比增长8%,占全区工业总产值的比重为86.4%,对全区工业总产值的贡献率为81.9%,拉动全区工业总产值增长7个百分点。其中,北京现代汽车有限公司和北京现代摩比斯汽车零部件有限公司实现工业总产值202.6亿元,利润总额为9.7亿元。北京索爱普天移动通信有限公司的工业总产值同比增长38.7%,拉动全区增长8.3个百分点。另外,五大产业群落中的外商和港澳台商投资企业完成工业总产值581.4亿元,同比增长5.2%,占全区工业总产值的比重为82.3%200719月,实际利用外资3亿美元,同比增长30.4%

绿色枢纽——现代国际空港壮大临空经济

 

作为北京市六大高端产业功能区之一,顺义已经初步形成了以航空产业、高新技术产业、现代物流业、会展业为代表的临空产业集群格局。

位于顺义的北京首都国际机场是中国最大的航空枢纽港,同时也是横跨机场管理、机场建设、机场服务保障、酒店餐饮、金融服务等领域的大型企业集团,扩建工程不仅使机场的年旅客吞吐量达到6000万人次,年货运能力达到180万吨,还吸引了一大批航空企业的入驻,国航客运公司、首都机场集团公司、南方航空公司、汉莎飞机维修公司等一批重要的航空企业纷纷落户顺义。目前,区内的航空及相关企业总数超过300家,64家重点航空企业年上缴税收金额达到23.6亿元,同比增长54%,成为了拉动顺义税收增长的重要力量,有力促进了临空经济主导产业链的延伸和拓展。

在北京市文化创意产业发展总体布局中,顺义的会展产业被确定为北京市重点文化创意产业板块。在2007年末刚刚闭幕的第二届中国(北京)文化创意产业博览会上,顺义作为参展单位并设立了展位,共吸引了近4万人上前参观,发放各类宣传资料2万份,签署合作意向、协议的各类文化创意类项目共计7个,协议总额达到5.65亿元。其中,总投资4.5亿元的九洲海峡创意文化产业园项目还进行了现场签约。

另外,紧邻北京首都国际机场的中国国际展览中心新馆(以下简称新国展)一期工程也在2007年成功封顶,新国展设有8个展馆,总面积达到43万多平方米。2008年,这里将迎来中国国际服装服饰博览会、北京国际车展等众多大型国际展会。作为北京市规模最大、功能最完善的国际展览中心,新国展将聚集会展产业链上的各种文化创意产业元素,形成集策划、展览展示、广告、装饰装潢等于一体的会展创意平台,并辐射带动以顺义创意产业中心为核心的广告设计集聚区、以北方新辉印刷产业基地为核心的出版印刷业集聚区和以板桥创意天成产业基地为核心的创意设计集聚区,全面提升会展产业的国际化、市场化和专业化程度,将新国展聚集区打造成为首都文化创意产业、生产性服务业的发展基地和国际会展中心,并成为首都经济新的增长点。

200767,在顺义举行的第16届燕京啤酒节招商推介暨合作项目签约仪式上,共签订项目30个,总投资额达到160亿元,平均投资额超过5亿元,超亿元项目19个。其中,包括商务办公、物流会展等在内的现代服务业项目,签约总投资额高达90亿元。

空港物流基地已入驻企业180多家,仅200717月,上缴税收金额就达到11.7亿元,同比增长56%;空港保税物流中心(B)已封关运营,锦海捷亚、嘉里大通、东方嘉盛等20余家国内外知名物流企业准备入驻开展业务。其中,空港经济开发区拥有跨国公司78家、世界500强企业30家。

2006年,临空经济区共引进项目149个,协议引进资金400亿元,从业人员达到13万人。2007年上半年,又有83个项目进驻区内,协议引进资金86亿元。临空经济区实现的产业增加值和地方财政收入占全区总量的50%以上。

此外,随着品牌战略的深入推进,区内新增中国名牌产品1个、北京市著名商标4件。科技支撑能力增强,科技成果转化力度加大,汽车技术研发中心、三高农业科技试验示范项目等重大科技项目加快推进,新发展高新技术企业20家、民营科技企业20家、市级企业技术中心4家。

预计到2010年,临空经济区生产总值达到800亿元,年均增长30%以上;到2020年,经济总量达到1600亿元,成为推动首都经济腾飞的重要引擎,连接国际国内的枢纽空港,服务东北亚、面向世界的自由贸易港区

 

绿色家园——宜居新城的无限魅力

 

碧绿的湖水、别致的主看台、洁净的鹅卵石、周边郁郁葱葱的树木……2008年奥运会水上项目比赛场馆——顺义奥林匹克水上公园已经清晰地展现在人们眼前,彰显出自然、绿色、亲水的特色,绿化率达到82%以上。

2007年,改造后的潮白河森林公园以潮白河顺义段为中轴线,南北长38公里。整个公园占地面积超过4200万平方米,林地面积超过3070万平方米,水面面积超过1140万平方米,形成了一个天然氧吧。

区内基础设施建设也是如火如荼。顺沙路、滨河北路等一批道路顺利完工;城西、城南、城东供热中心投入使用;开通了915路公交快线,百姓出行更加便捷;城乡商业服务体系日趋完善,14家农贸市场升级改造工程顺利完成,城区便利店和早餐网点覆盖率达到100%,农村地区便利店实现千人以上村全覆盖。引温入潮跨流域调水工程竣工运营,和谐广场正式开园,向阳闸库区综合整治基本完成,潮白河森林公园和减河公园初步形成景观。白马路、机场北线、京承二期(顺义段)、京津风沙源治理等绿化工程圆满完成,全区林木覆盖率预计达到35.7%,城区人均公共绿地面积预计为23.5平方米。城乡垃圾一体化管理体制不断健全,城市生活垃圾物无害化处理率预计达到91%

据统计,筹办奥运前5年,年均新建、改建公路184公里,是筹办前的近2倍;市政配套建设明显加快,在筹办奥运工作的直接带动下提前10年以上;完成环境绿化工程65项,年均绿化面积近1340万平方米,是筹办前的4倍。

2020年,顺义新城将建成由地铁M15线、市郊铁路S6线和S3线、机场专线L1线组成的快速轨道交通网,将构成十字型骨架,贯穿新城南北及东西,有机连接新城各组团,并连接北京中心城、通州、平谷、怀柔、昌平等新城,线路总里程达到57公里。一座滨水、生态、国际、活力、宜居的魅力城市日益完美地呈现在于世人面前。

 

2001年,国际奥委会确定北京2008年奥运会的赛艇、皮划艇、马术三个比赛项目在顺义举行,共产生32枚奥运金牌。顺义将建设奥运会马术和奥林匹克水上运动中心两个场馆。北京市政府提出要用5年时间,耗资15亿元对温榆河进行全面治理,打造出总面积167平方公里的绿色生态走廊

 

2002年,顺义新城建设全面启动。

 

2003年,顺义出动大型机械100多台,对潮白河顺义段的河道进行疏挖平整,拉开了潮白河顺义段综合整治工程的序幕,也标志着奥运场馆建设的正式启动。

 

2004年,中国国际展览中心新馆建设最终选址顺义空港工业区B区,总建设用地面积153万平方米。
