11th Beijing-Hong Kong Economic Cooperation Symposium2007/11/15
text by Claire Cheng The presumed post-Olympics growth of the Beijing economy, particularly its service industry, served as a canvas on which new ideas for cooperation between Beijing and Hong Kong were given form and colour during the 11th Beijing-Hong Kong Economic Cooperation Symposium that was held on November 5— Major events included the Forum on the Olympic Economy and Capital Development; tourism promotional activities themed "Celebrating the Reunification, Welcoming the Olympics; the Symposium of Beijing-HK IT Service Outsourcing; the Forum on the Beijing—HK Creative Cultural Industry (Movies); and activities on metropolitan construction and management. Participants discussed potential uses of Olympic venues and possibilities for post-Games construction and development. They also explored new opportunities for cooperation in the services industry of the two cities, especially in the creative cultural industry and in the areas of finance, high-tech industry, logistics, tourism and many other high-end industries Beijing is trying to promote. A series of activities were used to discuss the proper management of a quickly rising metropolis, through which Beijing was eager to learn from Hong Kong. IT service outsourcing was another hot topic at the Symposium. Officials from Beijing explained the cityís advantages in policy support and human resources, hoping to cooperate more effectively with companies in Hong Kong where the IT service outsourcing business has a more mature business model, intellectual property rights protection and a huge market. In June 2007, another supplement of Closer Economic Partnership Arrangement (CEPA) was signed. The CEPA5 allows Hong Kong companies deeper and broader access to the mainland market. It provides details of 28 fields Hong Kong enterprises are allowed to invest in, including 11 new sectors such as nursing home services and environmental services. New measures are added to the cooperation in existing sectors, especially in finance, exhibitions, mutual-acknowledgement of professional certificates and more. The services industry accounts for 90 percent of the Hong Kong economy, and Beijing is continuing to expand and improve its services industry. Leaders of the two cities leaders will seek to take advantage of their strengths in this regard.
