China Issues Position Paper on UN Reforms2005/06/13
China has issued a position paper on proposed United Nations reform, emphasizing multilateralism and urging that reforms meet the needs of developing countries. The paper is the first elaborating China’s all-round stance on UN reform. It said all countries should make concerted efforts to cope with threats and challenges, especially to eliminate their root causes by collective action. It said the United Nations plays an “indispensable role” in international affairs, is the best venue to practice multilateralism, and is an effective platform for collective actions to cope with various threats and challenges. The paper said the United Nations should “continue to be a messenger for the maintenance of peace,” and a “forerunner for the promotion of development.” It said China welcomes the report of the High-Level Panel on Threats, Challenges and Change, UN Millennium Project Report and the comprehensive report of the UN secretary-general. It said China is ready to work with all parties to push for positive results in UN reform and for the success of the summit in September. The paper, in four parts, detailed China’s position on UN reform, including issues such as development, security, the rule of law, human rights and democracy, and strengthening the United Nations. |
