Administrative Measures on Trading with the Region of
Taiwan

Main Contents: These Measures apply to the trade of goods,
technology and services between the mainland and Taiwan (Trade
with Taiwan). According to the Measures, MOFTEC is the main
authority administering Trade with Taiwan, and its branches at
the provincial level, autonomous regions, and in municipalities
directly under the central government, are in charge of Trade
with Taiwan within their respective administrative region. The
legal persons and other organizations permitted to engage in
foreign trade, including foreign investment enterprises, can
engage in trade with legal persons, and other organizations and
individuals of the Taiwan region. The language or marks
appearing on contracts or goods during Trade with Taiwan should
not contain any contents or views that violate the principle of
"one China" or hinder the unification of China. The place of
origin of the goods of Taiwan should be "Taiwan", and the
packages of the mainland goods should be without any political
connotations. The Measures also provide the stipulations
regarding indirect Trade with Taiwan, transport of the mainland
goods to Taiwan from the Hong Kong and Macao Special
Administrative Regions, trade control, customs, dispute
resolution and piecemeal trade. In addition, issues regarding
Trade with Taiwan to which the Measures have no corresponding
provisions, should be referred to the State regulations that
address the import and export of goods or technology, and the
international service trade.
