Capital Call for Privately Run Libraries

Beijing is keen to encourage individuals to run their own
libraries in the city, so a local law enabling tax incentives
for such libraries will come into effect on November 1 this
year. The capital, with a population of more than 11 million,
currently has 7,309 libraries.
Being encouraged to open libraries or support established
ones by donating money, books and equipment, are individuals,
companies and organizations. Lack of funds, outdated management
systems and shortage of professionals had hampered the
development of libraries in Beijing, said Zhang Heping,
director of the city's administration of culture.city that has
